February 26, 2013. Nag's Head, North Carolina. Sand fences, which are supposed to help rebuild storm blocking dunes, have been erected all along the Outer Banks shoreline.. Tracing the path of Hurricane Sandy, which wrecked havoc on the northeastern seaboard from October 25-31, 2012. The storm caused flooding and caused an estimated 60 billion dollars worth of damage to affected areas.
