Lionel Arceneaux, of the 17th Ward in New Orleans, is mostly blind. He spent 3 days of the floods in his house before swimming and floating out to dry land. His uncle then brought he and his brother to Baton Rouge and then to the camp at Baker.. He wants to return to New Orleans and his home, it is all he knows..Due to  hurricanes Katrina and Rita and the devastation to homes that they caused, FEMA has set up temporary housing at several newly constructed trailer parks. The one in Baker, LA contains 573 trailers, with an estimated 2 people per trailer..
