Little has changed in the Lower 9th Ward of New Orleans since the devastating floods that followed hurricane Katrina. Some streets have been cleared but the neighborhood, one of the hardest hit in the storm, remains a ghost town with few residents returning and thousands of abandoned houses and cars filling the landscape.. Lloyd Lee, formerly of the lower 9th Ward, stands on the steps where his house once stood. He is unsure if he will return to the area that he has called home for many years.
