Due to the overwhelming lack of services provided to those residents, almost all African American,  of the hard hit Lower 9th Ward of New Orleans, cars, abandoned homes and trash still fill the neighborhood 6 months after Hurricane Katrina.. Cranes and ruined telephone poles line the edge of the levee that broke in the storm destroying the neighborhood.
